city of Asheville is governed by Asheville city council, and consists of a mayor and five council members
chosen in a nonpartisan election every two years.
The city council sets policies, adopts ordinances and sets the tax rate. The
council-appointed city manager is the administrative head of the city, directly
responsible for its day-to-day operations and its 900-plus employees.
